Sequence MAX4737 to mitigate HV transients from PMT

In addition to hardware protection in dstat-hardware#2 (closed) , should sequence MAX4737 to activate WE input before CE/RE with small delay between, to reduce the chance of HV transients from PMT anode. @fus3d
