Add mode to hold PMT control voltage at 0 between experiments

Currently, when PMT experiments are done, CE output is left floating and OCP measurements occur at RE. Since RE amplifier has very low input bias current, voltage could float up enough to activate PMT. Need to hold DAC at 0 V when experiment is done, adding new "PMT mode"
